This bill prohibits pipelines (10 inches or more in diameter) from transporting fossil fuels under navigable bodies of water (like lakes, streams, and rivers). Pipelines located underwater threatens water quality and makes it more difficult to stop leaks, as some crude oils sink and do not float. This bill also requires rules to be adopted for special castings, leak detection management systems, and monitoring and reporting.
